Bill Smallwood Bill Smallwood, from Dartmouth, Nova Scotia, studied history and political science at the Royal Military College in Kingston. After retiring from the Department of National Defence, he began an adventure series about Canadian history. Borealis is publishing this Abuse of Power series.
